Truth is correspondence to reality. A thing is true if the propositional statement made about it corresponds to reality, conversely it is not true if it does not correspond to reality. Truth is discovered not created by consensus.
This is why liberals, progressives and in general Democrats have to live with so much cognitive dissonance. The things they think are true keep running up against reality.

Truth is discovered individually, but it is validated by consensus.
For example, a new math proof may be discovered by an individual, but it is not accepted as true until it has been published, reviewed by other mathematicians, and agreed to be correct. And yes, sometimes the consensus is wrong, and a flaw in the proof is found later.
