That’s not just recompense for an unfortunate situation. That’s bully tactics to cow people into appeasing whatever victim class is complaining. It’s punishment of the supposed offender.

Yup. A friend’s wife liked to shop at Walmart in the wee hours. One night she was reading labels, heard a sound, looked over, and went back to reading. An employee was moving a loaded pallet jack down the aisle, but chatting ip s female coworker instead of watching what he was doing. The friend’s wife got crushed between the shelves and the load.
