That's a bad idea, and will lead to elections that take months to complete.
Except in extraordinary situations people should vote in person on one election day. It can be a national holiday to avoid problems with people who have to work long hours.
For the few absentee ballots that are needed due to travel, military service, or disability there can be simple and clear validation of the returned ballots based on signatures or very, very rarely some other kind of authentication.
That last situation should only occur where something like a disability prevents a person from being able to sign their name in a repeatable, verifiable fashion. In those cases you can use witnesses, or notaries, or fingerprints, or other techniques.
There probably was cheating if only because Gascón and his supporters are Soros lackeys, and independent and opposition party observers were not allowed to observe the signature reviews.
With that said, I would expect the error rate for recall petitions to be significantly higher than the error rate for mail-in ballot because there is little, if any, vetting of the person signing the petition at the time the petition is signed, whereas the person requesting a mail-in ballot is supposedly vetted at the time the ballot is requested and after the ballot is submitted for count. For example, signatures for petitions are often solicited in shopping centers or on street corners, where many people will sign anything when approached by a person with a smile, but will lie about their address because they are concerned about personal privacy or scribble their name while holding a clipboard so that the signature on the petition nearly illegible and does not match the signature on the voter registration card.
From my own experience both soliciting signatures to get people on the ballot and challenging opposing party petitions, the rule of thumb is get 50% to 100% more signatures than needed because a lot of them will get thrown out when challenged.
Matching signatures completely subjective so likely most were rejected to get below the needed number.
The fix is in; Gascon can’t be recalled. Just wait until November. The fraud will be open, obvious and breathtaking.
So the locals can continue to suffer without relief. Elections matter.
Anyone who objects will have their home raided by FBI thugs and be audited by the IRS.

I signed the petition at a table on a street corner...The volunteer never asked me if I was registered to vote in Los Angeles County...She also did not mention that I should not sign the petition more than once...
I listened to Jon and Ken...Local radio talk show hosts on KFI...They mentioned that County Registrar threw out signatures of many people because those people were not registered to vote in LA County...Also many duplicate signatures were thrown out...Matching signatures was not the biggest problem...
Jon and Ken supported recalling Gascon...They were unhappy with recall organizers for doing a bad job...I agree with Jon and Ken...
I am disappointed that the recall effort failed...I am surprised that many people did not understand that they have to be registered to vote before signing the petition...Registered to vote in LA County, not Orange or Riverside County...
