Jamaican. See the Jamaican constitution section 3.2. She is Jamaican by Descent and maybe a U.S. Citizen depending on how the law treated children of people here on Student Visas. (Neither parent was a U.S. Citizen so likely not Natural born any way you look at it.)
Her parents are exactly why she isn’t eligible. At the time they were not here long enough.
Laws are laws. They didn’t complain about them then and they can’t now.
