They are afraid to get shot down.
No uniformed Americans are fighting. Thus no American war, declared or undeclared.

Uniformed Americans are stationed in NATO countries.
Providing money, weapons, and intelligence could be considered fighting.

Why are you afraid of declaring war when we are saying war?
Beyond weapon deliveries, I argue sanctions, blockades, and seizures are also forms of war. It’s not the active hot type, but it’s a form of it, leads to bigger things.
With that said, I’m sure Lockheed is partying with this escalation. Wonder if the runup in stock price is over, or if there is more room to grow. Hmmmm
