The fact is he never investigated voter fraud or authorized an investigation.

Which is why in his lawyer-speak he can claim he never saw any evidence, even though he US attorney in Phil saw the evidence, wanted to investigate, but was told to stand down by the DOJ. Of course it was an underling that gave the order so Barr can still claim he never "saw" any evidence.
Which confirms there is some evidence of fraud. Who cheats if they don't have to? Who commits fraud for no practical gain? Most criminals are stupid, but not that stupid.
A conspiracy of many will not remain secret if the FIB goes looking. At least one of the participants is certain to cave under interrogation. With so much electronic tracking feeding massive databases these days, a FIB investigator doesn't even need to leave their desk. They can do it from home in their pink underwear.
