Standing by your faithful employees is hardly a flaw. Failing to recognize that what they did was illegal, though, certainly is.

It depends on your perspective. It’s one thing to stand by your employees when they followed your instructions and it didn’t work out; and standing by them when they acted without your knowledge and consent and broke the law to boot, imperiling the government and the interests of the country.
