I have no clue what that is supposed to mean and I think you have been thinking about the Russians and Ukrainians way too much.

Because he’s afraid of Russian public opinion.
He’s not Stalin, because Russia is not the Soviet Union of the 1920s-40s. He hasnt got the control or the buy-in or the recent history of mass murder to force too much on the people.
