Indeed. I was born in PA but moved when I was two weeks old, never went back. Does birth there qualify me to send in an absentee ballot? If I were a Dem, I most assuredly would. Several of them.
I was born there, too, and left when I was three. I don’t think we can vote absentee, but maybe we could identify as corpses. Except that corpses only vote RAT, so I guess that wouldn’t work.
