He did no such thing. All of that was faked. Him wearing the military jacket and getting a gun himself, the mysterious Ukrainian bomber who just "died", the surrender of Russian troops, etc. All of that was Ukrainian propaganda.

I'll tell you what's real though:

Russia has given Ukraine plenty of chances to surrender peacefully.
Ukrainian troops are going door-to-door hunting down so-called Russian sympathizers.
Many hostages are being held against their will in that factory. If they were to leave, Ukrainian troops have orders to shoot them.

Sorry buddy, I did my homework. Ukraine is not the good guys here.

If you want to speculate on fantasy hypothetical of "what would Reagan do" : Ronald Reagan was actually friends with Gorbachev and Schevernadze, and they trusted each other - which allowed Gorbachev to proceed with Reform and both sides agree to sweeping arms control agreements.
