Cold enough for black ice to form, temperatures reported in the area were between 31 and 33 F from 0200h to sunrise. News reports (in Canada) say that the vehicle entered nearby water from the road, other details not being released until next of kin notifications. The access road to the college is along a narrow peninsula located to the east of the city of Kingston ON.
