That was proposed to the Russians; i.e., give safe passage to the non-combatants to leave. Russia refused, and said the Ukrainians had to lay down their arms and surrender first. Yeah, right. I’m sure the story of Cawnpore, 1857 is known to at least some of the Ukrainians.
