Notably In 1989 the Tochka-U (Scarab-B) entered service... and the Russian military uses the OTR-21 Tochka/SS-21 Scarab missile system produced in the 80's and 90's for the Soviet Union by a Ukraine manufacturing company. Russia has hundreds of Tochka-U missiles in its arsenal and are also deployed with Russian forces in Ukraine! Russia continues to manufacture an upgraded SS-21 Scarab missile... now named The 9K79-1/B and is also referred to as the NATO reporting name OTR-21 launch system. It is noted that the 9K79-1/B Tochka-U missle launch platform uses the 9N123K cluster munition and 9N24 sub-munitions as well as the 9M79 missile with 9N123F high explosive cluster warhead and the Uragan 9M27K and Smerch 9M55K cluster rockets.

It was identified in Donetsk that a 9M79-series Tochka ballistic missile with a 9N123K cluster munition warhead was used. Also, the 9K79 Tochka tactical missile launcher and, in particular, the 9M79 missile with 9N123F high explosive warhead have been observed in Ukraine operated by Russian forces on numerous occasions since the start of the Russian invasion February 24.
