Why did the headline writer put the word “earned” in “quotes”? I didn’t see it as a direct quote by someone, it isn’t a special term of art and it’s not used ironically like if I said a senator “earned” his pay.

Believe it or not, unpaid wages earned within 180 days and up to 12K are distributed ahead of taxes in a bankruptcy proceeding.
