It’s really a consequence of the oligarchy in action. The oligarch prioritized keeping the population in live over the survival of Russia itself.

This could prove fortuitous, as the population seeing how everything is falling apart might rise up and displace their leaders.

The presumption is Putin’s replacement would be better. The reality is any replacement is an unknown.
