That's no joke. Free money to people chronically poor due to habitual bad decisions usually goes to unnecessary junk. Fast.
I've known plenty of these people, helped some of them with finances, or tried to. Lack of money is NOT the issue. Not at all. They could win a million dollar jackpot and in 3 years they'd be worse than broke.

In Hawaii it is a profitable career choice to be a single mom. Women will get knocked up by someone with a single drop of “Hawaiian” blood and they are set for life. Free housing, free medical care, free food, free utilities... A colleagues daughter has had 5 babies with 5 different men and doesn’t work a single day.
