Months ago or today, it’s perfectly applicable.
Upshot: citizens have a fundamental right to enter/leave their country, to be secure in their papers (even from businesses demanding their private medical records just to enter), to not be practically imprisoned without trial for not quarantining (esp. with no hint of infection), not cancelled for simply expressing an opposing opinion, etc.
