Don’t think it will be normal. Knowing your government can shut you down with a decree will surely change things.
Last legislative session here in nevaDUH, the few conservatives tried to reign in the emergency powers act but failed. When taking a glance at the power if gives the governor...... Pretty scary. Nearly unlimited.
