There’s several WTF issues in this poorly written article.

That sentence makes little sense to me, the dog is dead, Jim.

Why in the world is the state paying somebody else to tutor a teachers' children?
If teachers are too busy, then change their workload (or their administration).
If kids need specialized tutoring, pay for it yourself or barter for it.
NJ taxes are high enough, and only a few schools teach a quality education.
Which used to be the idea behind public schooling.
