Tough for a law-abiding citizen to get a CCW in that state and city (”may issue”). Lots of long guns around, in the suburbs. Only criminals and cops have the handguns, until you go downstate. There are plenty there.
The only thing Washington could do effectively is send the army and go house to house in certain neighborhoods and arrest for tribunals everyone found to be in violation of drug and weapon laws and parole and probation.
First FedGov would need to arrest the mayor and most of the city and state government and subject them to tribunals.
That’s what would need to be done, but then we’d be Nazi Germany or Australia...

I am not advocating that, just saying that is the only way that the crap can be cleaned up given the political systems and the voters in the criminal cities. They are beyond redemption in any sort of Constitutional or democratic way. A A century and a half ago the situations in Chicago, Baltimore et al would have seen the rise of ad hoc vigilante groups.
Now, I don’t really have a problem with vigilantes ‘taking care’ of the problem.
