Background checks are failing.
I’m a senior volunteer with a youth organization. While we do good background checks for our volunteers, we also know that the data clearly shows that 90% of all abusers will pass a background check because they’ve never been caught.
That’s why we also have hard and fast rules that no adult is ever to be alone with a youth, they cannot communicate electronically unless a parent or other leader is in the loop. We also require a modified buddy system of three to prevent potential peer on peer abuse
