Not blaming the victim in any way, but I can’t figure out how or why he was there; the Garden State Parkway is a limited-access toll road where it is certainly illegal to be walking alongside the road. You aren’t even allowed to fix your own flat there; tow companies have contracts for it. There are no businesses (at all) outside of the rest stops, no sidewalks/driveways/pedestrian access at all. The only reason I could see anyone walking there is if a car broke down, and I suspect any cop would immediately stop and assist anyone walking along the roadway - it is a dangerous and unusual situation.

God help the victim and his loved ones, and they should throw the book at the perp.

I grew up in Kearny, across the Passaic River. I attend a Catholic high school in Newark almost fifty years ago. Moved away from Kearny a long time ago. Newark never came back after the 1967 riots. The place is and always will be a dump.
