* Cartels control the border and migrants must pay the cartel to cross.
* The migrants are from Eastern Europe, Africa, Central and South America.
* The surge is because of the Biden's administration policy that allows unaccompanied children and families to stay in the states.
* Migrants are used as decoys in drug smuggling operations.
* The cartels have sophisticated communication networks so they can direct smugglers according to how the border agents respond to the migrant surges.

Saw a cop overdose on Fentenal. Was arresting an employee at my facility and apparently came in contact with it. She was conscious but in respiratory distress and wisked away.
