How old is his daughter. Every one of my three girls had those moments but they passed rather quickly. Where we lived in the boonies they had to wear pants and tough shoes to do anything and they got over wanting to be boys.
Any chance they could they put on the frilliest skirts and dresses so they could dress up.
The boys of course were still too busy running around with the dogs to bother. But I had three of the frilliest daughters a man could want.

Both my daughters were “Tom boys” ages 8 through 10… they dressed and acted pretty much like the boys in their free time - the better to climb trees and run around in the woods.
There were even times when they openly expressed regret that they were stuck being girls.
Naturally, at that age they were not 100% thrilled by the prospect of menstruating, growing breasts, and being forced to “act like a lady”. And they thought it was pretty cool that boys could pee standing up.
Nobody thought anything of it - it passed. They are both mothers now, and I get the impression they treasure that ability - which only women possess.
80% of gender dysphoria cases resolve themselves after puberty. They accept their biological gender and go on to live happy lives.
Preventing a child from going through puberty should be a crime, because puberty for most children with gender dysphoria is the cure.
As for the other 20% (who aren’t cured by puberty), psychological counseling aimed at getting them to accept (or at least come to grips) with their physical reality is preferable to amputating healthy body parts.
