My Texas ‘city’ lets the grass/weeds/ragweed grow way too much.

Did you miss the part where he was shooting at the landscaping crew? Did you miss the part where he was shooting at the cops? Or that he set his own house on fire and came out armed? This was a "suicide by cop" by a mentally ill man.
