My understanding is its an illegal subpoena, there is no basis in law to force compliance.

Congress has subpoena powers. What makes it illegal?

Congress subpoena power is limited to getting information useful to the legislative process. It is not an infraction investigatory body.

Congress knows how to litigate this if it wants, or it can re-open its jail.
