I think it is giving Hefner too much credit to say he created the culture. Social attitudes were becoming liberalized and more permissive--he just had the knack to profit from the trend by offering an upscale version of the "girlie" magazine. He had competitors like Penthouse and the general evolution or deterioration of social mores might have been pretty much the same without him.
