Sure you can. Unless it's a life theatening situation then a health care provider is required to provide treatment enough to stabilize the patient. And they can't deny treatment based on race, age, sexual orientation, or any other class covered by anti-discrimination laws. Other than that they certainly cany refuse treatment.
