Lighter skinned blacks have always treated darker skinned blacks as second class citizens—this goes back centuries.
Part of my old stomping grounds, Spring Valley, NY has a very large Black population, many from the Caribbean. Growing up I've noticed more animosity between the "native born" Blacks and those from the Islands than across racial lines. This type of tribalism happens in all groups.

Correct—in the CT urban areas the Puerto Ricans are hated by other Caribbean Islanders. The feeling is mutual.
