Didn't Bush 1 AND Clinton both provide air cover over the the Kurds in the north and the swamp Shia in the south for 10 years after Gulf War I?

After the first gulf war the iraqes were allowed to use there helicopters Immediatly. There was a no fly zone later on. But the damage had been done.
