In a private corporation it is much easier for women to go to HR or the police.
Governors (remember Bill Clinton of Arkansas?) have the state police to assist with intimidation (or worse).
Combine that with Cuomo’s connections to organized crime (well known to folks in Albany) and it would be dangerous (stupid actually) for an individual woman to blow the whistle on him.

OK, under those circumstances it would be best for the women to remain silent. And best for the rest of us to stop electing democrats. And under those circumstances you are right and I'm wrong.
