Anyone can call for him to resign. They need to demand that he resign and if not then demand the legislature impeach him.
Don’t forget that those virtue signaling and “outraged” Democratic legislators who would have to actually vote on impeachment are as corrupt as Cuomo. Cuomo knows what they did , what they got and where the bodies are buried. They know if Cuomo goes down , he will take many with him. The actual vote for impeachment is not a certainty.
