It sounds similar to what the Soviet Union did with the Hungarian Revolution.
They brought in Chinese soldiers, who hated white folks, and they were ruthless with the Hungarians.
Likewise when they needed help putting down revolt in the far east, they would ship out Europeans to do the same.
They used racial hatred to ruthlessly deal with dissent.
Iranians did the same thing against their student protesters.. . They knew local revolutionary guard wouldn't want to fire on students - some being family members and friends.. so they brought in foreign thugs. I'm guessing in about 6 months we'll start hearing the lament from the Pentagon thugs about too few people signing up 'to serve'... a calculated 'crisis'...
