That much was clear during the 2019 Mueller hearings on Capitol Hill. Mueller had no working day-to-day knowledge of what was being investigated, by whom, or what was found.
Every one of Mueller’s answers at the hearing was “I refer you to the report,” and “I stand by what is in the report,” even though he couldn’t even explain what was in the report.

That was obvious from the beginnnig. When Trump floated the idea of firing them all he was publicly threatened by his own party. That makes “Mueller” a fully bipartisan operation.
Never forget that Mueller was used to run the Amerithrax investigation, the purpose of which seemed to be to obscure what country was really behind the anthrax attacks on the US.
I wonder how much of a figurehead he was then.
