The vaccine had not been approved for under 16. And the report of the 15 year old can not be verified.
Many incident reports on vaers, submitted by healthcare professionals, that describe giving vaccine to underaged children. Most doctors found out when the not so happy parent contacted them.
This particular 15yr old I do not know, but if fame their are repercussions. People act like vaers is just a twitter feed, it is not.
