I have it on good authority I trust that for much of 2020 illegal drug supply was nearly halted - or at least severely constrained. This was partly due to pandemic shutdowns, people scared to interact, increased border security, and travel restrictions/inspections of imported items. I would have assumed the smugglers had scores of tunnels they could use to avoid capture but apparently that’s not the major source of supply.
Also somehow Chicago is a major hub for drug supply, which seems totally counter-intuitive. I don’t know if they smuggle it in through Canada or just sail it up the Mississippi or what. But from a smuggler’s perspective I imagine that when everyone is looking at the southern border you bring it in from the north.
