Well, this certainly explains why over 600,000 mail in ballots were dropped off in Philadelphia around 3 am and added to the statewide count less than 48 hours later whereas Westmoreland County, with a quarter the number of registered voters needed until the weekend after Thanksgiving to complete their counting.
Counting does tend to go a lot quicker when observers and challengers are evicted and only one party does the counting.
