This is coordinated among nations. They had many coordinated meetings among nations to determine how to control information and with it, the public, as they enacted a pandemic to justify a soft medical coup and permanently tracking, monitoring etc.
There have been multiple dress reheasals for our enemies coordinating the messaging internationally and right down to social media (how to silence people) for this planned-demic having to do with how to control communications.
