Wisconsin has a transportation system? I thought everybody there got around on ATVs and off-road vehicles, because roads are impossible to maintain when constantly being blown full of snowdrifts from the endless blizzards that occur year around. After all, they lie only about 12 miles from the North Pole, and there is nothing in between except a barbed wire fence.

We don’t need any stinking roads with the Great Lakes permanently frozen over; the huge herbs of Woolly Mammoths would just destroy any puny roads. But hunting is terrific except for those pesky Homotheriums and Smilodons ...

The snow is not the main problem. The main problem is ice with salt followed by a quick warm spell, which leads to expansion/contraction, and suddenly you have a 6 inch drop on a crucial overpass.
I worked at Wisconsin DOT for three years as a contractor. Republicans fund projects, Democrats reallocate. The Zoo interchange is unwieldy, and probably still isn't done (I left WI in 2014). The resurfacing of I-90 was a MAJOR project, and that was going along okay.
This was one government agency that was okay with Republicans (at management level. the union guys, and the U of WI-MAD engineers remain hopeless) as all gov't agencies like funding, and Republican voters like road maintenance.
