Pretty good chance there will be a PKI vaccine credential. It's not a passport, not an ID, can't be used as an ID. Simply put, it's completely public. Anyone can copy anyone else's "passport" and use it.

The only way it will work is to show the credential along with a photo ID (or actual passport) and show that the names match up. So the actual effect is to mandate ID (e.g. drivers license) checkpoints. Nothing more, nothing less. In fact since vaccinated people still spread the disease it can't have any other purpose.
