In my opinion, these dogs are props. They were likely loaned to Biden just days before the election. German Shepherds are notorious for having their settled space, among family members. They’re not used to heavy foot traffic and strange people, unless they were particularly trained to be military or police dogs (and that’s what makes them good police/military dogs). I never heard about Biden having dogs up until just after the election.
I disagree with your assessment of GS. You make them sound typically unstable. Bad dogs of any kind are unstable and unable to handle “strange” and many people.
