It has already been through courts that people do NOT have to answer the questions honestly on the forms.

Did he go through an evaluation that took at least a few weeks for a mental health board to complete? If so, what was his psychosis? If you want to see an instant cure of all minor neuroses, simply try to disarm all of the families of neurotics and expose them to deadly attacks from violent criminals. Most people would avoid seeking mental help for say, phobias about masks, if any law to disarm all people with any and all mental conditions were to be passed.
But our judicial system could be nudged to start going after drug abusers in some kind of real way. It's already against the law for them to have firearms, but we know that they are armed in every neighborhood in the country.
