All of the outer envelopes for the mail-in ballots were retained. Those envelopes and the signatures they contain are what needs to be audited against the signatures on file with the Secretary of State.

Since the ballots are no longer associated with the envelopes, there is no way to discern what the election outcome might have been if it is determined that a significant number of signatures were clearly invalid, but it is still important to seek out and highlight these discrepancies.
