Misleading headline. The mRNA packaging is extreme fragile, so the normal/typical/expected percentage of intact mRNA is 70-75%. Some early doses sent to Europe showed as little as 55% of the mRNA packages intact (source). Totally different from only 55% of DOSES having intact mRNA (which implies that 45% were useless). That's wrong. It's theoretically possible that having 55% versus 70% of the mRNA packages intact could lead to some lower efficacy, but there's no data to support this.
