So Raskin can said that it was wrong for Trump to claim there was fraud, but Trump can’t defend himself by addressing that — or he’ll be convicted?

If he brings up election fraud he’s probably been told that squished like Portman would vote to convict even though he has hundreds of sworn affidavits stating that irregularities happened that’s your government at work
