My guess is, there is some kind of clause in some law that allows banks to hold funds “pending review of suspicious activity”. But it doesn’t seem like this is such a situation - they are just using satirical marketing to generate a customer base.

Sadly, what’s illegal on the books, and what’s illegal in today’s real life are two entirely different things. We’re in Bizzaro World now. Election fraud technically is illegal.
