That is literally the only reason I can think of that would make any sense out of this story...if it's true. He can fire and appoint who he wants. In fact the deep state probably has a list of names to plug into every single position and has had it for a while.

If he is hired Civil Service, below the SES level, his job is protected.
My understanding is this is a career position, not a political position. The guy applied for the position and was rated 1st, I believe, in the selection process, (back in November), and the agency has been slow walking the process for him to assume the position. It is very hard to fire a career employee and they don’t want him to be able to “muck up” their plans to destroy the military.
This is the same problem PDJT had. There were too many “career” folks in positions to slow walk or totally ignore his policy directions. His Secretaries could not fire them and transfer these level of employees is also very difficult. Now the shoe is on the other foot and Nancy does not like it.
