President Trump does not have sure control of the FBI, or any federal law enforcement.
The Executive Department controls the Department of Treasury, which is responsible for many law enforcement duties relating to the Presidency. The US Marshal Service is under the Executive Branch as well.

But they are Constitutionally responsible for the method of choosing electors. So, in light of the growing irregularities and inescapable fraud, the board of supervisors leaves the Arizona Legislature no choice but to decertify the Gov/SoS electors. That means the panel submitted last week becomes the official panel of electors. The Arizona Legislature so directs.
