Many (if not most) mid to large size companies are incorporated in Delaware for various legal reasons. That has little, if anything, to do with where a company “really” operates out of.
It’s probably a pretty safe bet there is much more to Dominion, their board members and their actual ownership that meets the eye via public filings.
