In his book “Boss,†Mike Royko said that Daley instituted a swimming-pool building spree in the 1960s to help reduce the potential for summertime riots.
Daley called it the “Wet the Black” Program.
“Boss” was an excellent book. Royko wrote it while Daley was still alive; Royko had guts.
